The 32-year-old, who played in the 2010 FIFA World Cup final for his country, is Southampton’s third summer signing after Spain forward Juanmi and Portugal right-back Cedric Soares.
Stekelenburg spent last season on loan at AS Monaco, making four appearances, after Fulham's relegation from the Barclays Premier League in his first campaign at Craven Cottage.
But with Saints' first-choice goalkeeper Fraser Forster sidelined with a long-term knee injury, the Dutchman is looking forward to rediscovering the form he showed for his first club Ajax and then AS Roma, whom he joined in 2011.
Stekelenburg, who was handed his senior debut for Ajax as a 19-year-old by current Southampton manager Ronald Koeman, told saintsfc.co.uk: "I'm very pleased that I've joined.
"It's a big, nice club that will play European football – and I can play. Last year I didn't play a lot, so it's an opportunity for me. I'm grateful.
"The last two years weren't the best of my career. As they say in England: the best is yet to come."
The Dutchman, who has 54 caps to his name, could make his competitive debut for Saints in the UEFA Europa League third qualifying round tie, from 30 July to 6 August, which they entered after a club record seventh-place finish last term. The south-coast club open their Barclays Premier League campaign at Newcastle United on the weekend of Saturday 8 August.
